In line with their continuous portfolio expansion into the Northern region, they are seeking a meticulous and commercially driven Senior Contract Executive / Senior Quantity Surveyor based in Penang to spearhead procurement, cost control, and full-cycle contract administration for their upcoming high-rise developments ...

about the job

Pre-Contract & Tender Management: Prepare tender documentation, Bills of Quantities (BQ), RFPs, and contract conditions. Assist in cost estimation, initial project budgeting, and value engineering (VE) exercises.
Tender Evaluation & Award: Support comprehensive tender evaluations, pricing negotiations, and the preparation of tender interview reports and Letter of Award (LOA) recommendations.
Consultant Procurement & Coordination: Assist in sourcing, evaluating, and appointing project consultants, supporting fee negotiations, finalising consultancy agreements, and monitoring consultant deliverable and scopes.
Post-Contract Administration: Oversee contract administration across trade packages, including the assessment and verification of progress claims, variation orders (VOs), extension of time (EOT) claims, and final accounts.
Cost Control & Financial Governance: Monitor cash flows, track contract deliverable, and provide regular, accurate updates to project cost reports to prevent budget overruns.
Contractual Correspondence & Dispute Resolution: Draft and manage contractual correspondence with contractors, consultants, and internal teams while assisting in claim settlement, dispute resolution, and contractual close-outs.

skills and requirements

Candidate must possess at least a Bachelor’s Degree in Quantity Surveying, Building / Construction Management, or an equivalent discipline.
Minimum 4 years of proven working experience in contract administration and quantity surveying, with prior experience in the property development sector.
Hands-on exposure to high-rise building projects is required.
Solid technical grasp of contract forms, tendering processes, variation orders, and consultant agreement administration.
